Location Announcement of Nebraska Open Meetings Act: A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room. Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room. These materials can also be viewed on the County's web site at lancaster.ne.gov.
Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk. Each speaker is limited to five (5) minutes. Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.
Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda. Each speaker is limited to five (5) minutes. These time limits may be extended or reasonably decreased at the discretion of the County Board Chair. The public comment period will be limited to one (1) hour.

1) MINUTES:
A. Approval of the minutes of the Board of Commissioners meeting held on Tuesday, September 17, 2019.
2) CLAIMS:
A. Approval of all claims processed through September 24, 2019.
3) CONSENT ITEMS: These are routine business items that are expected to be adopted without dissent. Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice. Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners. These items are approval of:
A. Amendment to County contract C-18-0516 with Tyler Technologies, Inc., using the County of Imperial, California contract for Licensed Software - Softcode. (MOU028. The amendment renews the contract from September 4, 2019 through September 3, 2020. The estimated cost to the County is not to exceed $15,318.) (C-19-0715)
B. Amendment to grant contract C-17-0172 with St. Monica's for the Family Treatment Drug Court Track program (funded by U.S. Department of Justice Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention, for the period of October 1, 2019 through September 30, 2020). (C-19-0719)
C. Change Order #2 to County contract C-19-0559 (Project 19-10; Bid No. 19-149) with Van Kirk Brothers Contracting to remove a portion of the 30 inch pipe and adding a 30 inch driveway culvert pipe for a net decrease of $1,900. (C-19-0720)
D. Change Order #3 to County contract C-19-0201 (Project 19-07; Bid No. 19-049) with Yost Excavating, Inc., for revisions in Rock Rip-Rap and 2C Matting for a net decrease of $7,752.90. (C-19-0721)
4) SPECIAL PRESENTATION:
A. Lancaster County Visitors Improvement Fund Grant of $87,240 to the Lincoln Sports Foundation for renovation of playing fields - Dan Lesoing, Lincoln Sports Foundation President; and Jeff Maul, Lincoln Convention & Visitors Bureau Vice President - Executive Director. (See correlating item 6A)
5) PUBLIC HEARING:
A. Setting the final tax request at a different amount than the prior year tax request for Lancaster County and the Rural Library for Lancaster County. (See correlating item 6B)
6) NEW BUSINESS:
A. Lancaster County Visitors Improvement Fund Grant Contract in the amount of $87,240 with Lancaster County as the Sponsor and the Lincoln Sports Foundation as the Grantee for the renovation of playing fields. The grant term is from September 1, 2019 through June 30, 2020. (C-19-0722)
B. Resolution in the matter of setting the 2019-2020 property tax request for Lancaster County and the Rural Library for Lancaster County at a different amount than that of the prior year. (R-19-0067)
C. Special Designated License applications from Seven Diamonds, LLC for events at Hillside Events Center, 12400 West Denton Road, Denton Nebraska for the following dates:
D. Agreement with Sinclair Hille Architects for qualified professional services to conduct the Lancaster County Facilities Study 2019-2029. The total compensation for services shall not exceed $94,960. The term of the agreement shall be one year from the date of execution. (C-19-0723)
E. Agreement with Connecting Links to provide substance use evaluation services for Community Corrections. The County will pay up to $208 per participant and $218 per participant in custody, should the participant not pay within 30 days. The term of the contract is July 1, 2019 through June 30, 2020 and will automatically renew for one additional year. (C-19-0724)
F. Interlocal agreement with the City of Hickman for one Sheriff's Deputy for monthly law enforcement services within the corporate limits of the City of Hickman. The City of Hickman will pay $9,232 per month for the services. The term of the agreement is from October 1, 2018 through September 30, 2019 and automatically renews for one additional year. G. Network Provider Contract with the Regional Behavioral Health Authority (Region V) for the provision of certain behavioral mental health services at the Mental Health Crisis Center. The County shall be reimbursed up to $1,175,975 for the services. Term of the agreement is July 1, 2019 through June 30, 2020. (C-19-0726)
H. Contract with Kodak Alaris to provide Kodak Alaris Software Service (Sole Source No. SS-91). The term of the contract is October 1, 2019 through September 30, 2020 with three additional one-year term renewals. The cost to County is not to exceed $12,523.68. (C-19-0716)
I. Contracts with the following for Annual Service - Motor Grader Snow Removal Services (Bid No. 19-207). The contracts are for one-year with the option to renew for three additional one-year terms. The cost to the County is not to exceed $45,000 for all contracts:
1. Gana Trucking & Excavating (C-19-0717)
2. K2 Construction (C-19-0718)

A. The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, September 26, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).
B. The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, October 1, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
