Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, July 16, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through July 23, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-18-0695 with Graybar Electric for Annual Supply - Personal Alarm Transmitter.  (Quote No. 5936.  The revised contract total with the expenditure increase shall not exceed $8,353.) (C-19-0560)

2.     C-18-0514 with Dr Fuel Good for Annual Service - Fuel Tank Maintenance and Service. (Bid No. 18-185. The amendment renews the contract from September 1, 2019 through August 31, 2020. The cost to the County is not to exceed $25,000.) (C-19-0561)

3.     C-18-0464 with Legacy International, Inc., dba Legacy Inmate Communications for the Inmate Phone Service Center.   (The amendment renews the contract from July 23, 2019 through July 22, 2020.  The County is reimbursed on a fee/commission basis.) (C-19-0562)

 

B.        Grant contract with The Bridge Behavioral Health for the Civil Protective Custody program in the amount of $103,500 (funded by the Joint Budget Committee for the period of July 1, 2019 through June 30, 2020). (C-19-0563)

 

C.        Grant contracts with Cedars Youth Services, Inc., for the following (funded by the Community-Based Juvenile Services Aid for the period of July 1, 2019 through June 30, 2020):

 

1.     5-0 Fun Club program in the amount of $21,268. (C-19-0564)

2.     Reporting Center program in the amount of $4,995 (C-19-0565)

 

D.        Grant contract with Cedars Youth Services, Inc., for the Crisis Stabilization program in the amount of $50,000 (funded by the Community-Based Juvenile Services Aid Enhancement for the period of July 1, 2019 through June 30, 2020). (C-19-0566)

 

E.        Grant contract with the Asian Community and Cultural Center for the Coordinated Response to Reducing Domestic Violence program in the amount of $11,000 (funded by the Violence Against Women Act (VAWA) from the period of July 1, 2019 through June 30, 2020). (C-19-0567)

 

F.         Right-of-way contracts at Southwest 50th Street and West Panama Road with the following:

 

1.     David R. Eggert and Wayne R. Eggert in the amount of $541. (C-19-0568)

2.     Elaine N. Eltze Revocable Trust in the amount of $595. (C-19-0569)

3.     Chad W. and Lanyce S. Keel Trust in the amount of $163. (C-19-0570)

 

G.        Change Order No. 1 to County Contract C-19-0497 (Project 19-23, Bid No. 19-129) with Dustrol Inc., for the replacement of Expanded Shale Aggregate (the increased net amount is $247,154.44). (C-19-0571)

 

H.        Quarterly reports for April through June, 2019 for the following:

 

1.     County Sheriff

2.     County Engineering

 

4)      NEW BUSINESS:

 

A.        Interlocal agreement with the Counties of Cass, Gage, Fillmore, Jefferson, Johnson, Lancaster, Nemaha, Otoe, Pawnee, Richardson, Saline, Seward, Thayer, and York to create the Southeast Region to provide cooperative public safety services. This agreement has a term of 5 years from the date of execution. (C-19-0572)

 

B.        Special Designated License application from Fucor, Inc., for an event at Prairie Pines Nature Preserve, 3100 North 112th Street, Lincoln, on August 10, 2019.

 

C.        Special Designated License application from Meier's Wine Inc., dba Meier's Cork n Bottle for an event at 11401 Van Dorn Street, Walton, on August 9, 2019.

 

D.        Amusement license amendment from Community Crops to add a "rain date" of August 25, 2019.

 

E.        Addendum No. 1 to Grant Contract C-19-0341 with Heartland Bike Share (BikeLNK) to amend paragraph 5 to change the grant term from April 1, 2019 through October 31, 2019. (C-19-0573)

 

F.         Grant Contract with Lancaster County as the Sponsor and the Lancaster County Agricultural Society as the Grantee for a grant in the amount of $3,600,000 from the Lancaster County Visitors Improvement Fund for facility improvements related to the National High School Finals Rodeo. The grant term is June 1, 2019 through December 31, 2027 and will be paid in six equal annual installments of $600,000, with the first payment in 2022 and the final payment in 2027. (C-19-0574)

 

G.        Agreement between the University of Nebraska Board of Regents and the Lincoln Housing Authority for operation of the Nutrition Education Program to address the nutritional needs of certain limited income persons living in urban housing in Lancaster County. The County will pay up to $24,890 for the services provided by the University. The Housing Authority will pay $10,519 for services, combined with $15,429 from the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance program. The term of the agreement is September 1, 2019 through August 31, 2020. (C-19-0575)

5)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Tuesday, July 23, 2019 at 9:30 a.m., or immediately following the adjournment of the Board of Commissioners meeting in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

B.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, July 25, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, July 30, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

D.        The Lancaster County Board of Commissioners will hold public hearings on Tuesday, July 30, 2019 on Change of Zone No. 19018 regarding AG to AG with historic landmark overlay at 17185 Bluff Road and associated Special Permit No. 19033 to allow for hosting of special events at a historic landmark.
