Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 2, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through April 9, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-17-0374 and C-18-0188 with Kohll's Pharmacy & Homecare to reassign the contracts. (The amendment reassigns the contracts from Kohll's Pharmacy & Homecare to SAKRX, LLC dba Kohll's Rx.) (C-19-0278)

2.     C-18-0155 with Graybar Electric Company, Inc., for the Electrical, Lighting, Data Communications and Security Products and Related Products, Services and Solutions. (MOU019. The amendment renews the contract from April 6, 2019 through April 5, 2020.  The estimated cost to the County is not to exceed $7,500.) (C-19-0273)

3.     C-17-0295 with Platte Valley Equipment for Annual Services - Rental of four 2-Wheel Drive Tractors. (Bid No. 17-107. The amendment renews the contract from April 25, 2019 through April 24, 2020. The cost to the County is not to exceed $26,000.) (C-19-0279)

4.     C-17-0646 with Office Interiors & Design, Inc., for Workstations and Accessories.  (Bid No. 17-140. The estimated expenditures for this contract will be increased by $10,000 for the remainder of the contract term with a revised total amount of $20,000.) (C-19-0280)

5.     C-18-0603 with JEO to add additional wetland permitting services for Project 19-02. (The cost of the additional services shall not exceed $1,200.) (C-19-0291)

6.     C-18-0628 with The Schemmer Associates, Inc., to add additional services, remove services, and add an additional structure, Bridge M-164. (The cost of the additional services shall not exceed $37,850. The revised total cost to the County is not to exceed $116,350.) (C-19-0292)

 

B.        Utility Permit No. 1761 allowing Nebraska Link to install new fiber optic cable adjacent to North 148th Street from Alvo Road to Amberly Road. There is no cost to the County. (C-19-0281)

 

C.        Right-of-way contracts on South 82nd Street between Roca Road and Saltillo Road with the following:

 

1.     Delores F. and Arlene A. Egger and Lawrence Etmund, in the total amount of $7,744. (3 contracts) (C-19-0282, C-19-0283, C-19-0284)

2.     Curtis Greg and Julie A. Raymond, in the total amount of $17,445. (2 contracts) (C-19-0285, C-19-0286)

3.     Jeriel L. and Charlotte A. Weatherford, in the amount of $415. (C-19-0287)

 

D.        Right-of-way contracts with Billette M. Wilhelm Revocable Trust; Billette M. Wilhelm, Trustee, South 1st Street and Yankee Hill Road, in the total amount of $3,189. (3 contracts) (C-19-0288, C-19-0289, C-19-0290)

 

E.        Received and placed on file the following reports for March, 2019:

3.     Clerk of the District Court

4.     Records and Information Management

 

F.         Setting a public hearing on Tuesday, April 23, 2019 and Tuesday, April 30, 2019 at 9:00 a.m. in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding a manager application for Michael McClelland in connection with a Class B liquor license for Branched Oak Marina, 10001 West Davey Road, Raymond, Nebraska.

 

4)      SPECIAL PRESENTATION:

 

A.        Lancaster County Visitors Improvement Fund Grant of $20,000 to the Branched Oak Observatory for the purchase of a telescope - Jeff Maul, Convention & Visitors Bureau Vice President-Executive Director and Matthew Anderson, Branched Oak Observatory Chief Operating Officer. (See correlating item 5A)

 

5)      NEW BUSINESS:

 

A.        Lancaster County Visitors Improvement Fund Grant Contract in the amount of $20,000 with Lancaster County as the Sponsor and the Branched Oak Observatory as the Grantee for the purchase of a telescope. The grant term is from March 15, 2019 through March 31, 2020. (C-19-0294)

 

B.        Special events permit application from Corey Godfrey and Craig Schmidt, Gravel Adventures, LLC, for an event on Saturday, August 17, 2019.

 

C.        Resolution in the matter of witness fees paid by Lancaster County, which have remained unclaimed for six months or more. (R-19-0027)

 

D.        Resolution in the matter of the emergency closure of Bridges A-138, A-151 and Culvert K-121. (R-19-0028)

 

E.        Sales quotation from Seiler for annual technical support, software maintenance and warranty for the County Engineer's Trimble software and hardware. The cost to the County is $7,711.27. (C-19-0293)

 

F.         Contracts to provide Annual Supply - Anti-Freeze/Coolants/Windshield Washer Fluid (Bid No. 19-069). The contracts shall be effective from April 10, 2019 through April 9, 2020 with the following:

 

1.     Sapp Bros. Inc., in the amount not to exceed $5,000. (C-19-0274)

2.     Thermo King Christensen Inc., in the amount not to exceed $1,000. (C-19-0275)

 

G.        Contract with Stanley Convergent Security Solutions, Inc., using the Sourcewell (Formerly NJPA) Contract No. 031517-SCS (MOU037) to provide Facility Security Equipment, Systems and Services with Related Equipment and Supplies. The term of the contract is one year from date of execution. The pricing will be pursuant to the Sourcewell contract. The cost to the County is not to exceed $195,521.23. (C-19-0277)

 

H.        Request from the Human Resources Department to change the pay grade for Screening Specialist from C08 ($42,608.80 - $54,579.20) to C13 ($50,851.84 - $65,137.28).

 

I.         Contract with Blue Valley Public Safety Inc., to provide Unit Price - Maintenance and Repair of Emergency Management Sirens. (Bid No. 19-043.  The contract shall be effective from April 14, 2019 through April 13, 2021. The cost to the County is not to exceed $44,000.) (C-19-0276)

 

6)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, April 11, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 16, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

8)      ADJOURNMENT
