Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, January 29, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through February 5, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-16-0090 with Jones Automotive, Inc. for Annual Supply and Installation - Emergency Equipment for Law Enforcement Vehicles. (Bid No. 16-021. The amendment renews the contract from February 23, 2019 through February 22, 2020.  The estimated cost to the County is not to exceed $110,000.) (C-19-0073)

2.     C-15-0062 with CBM Managed Services for Correctional Food and Commissary Services. (The cost will be increased by 3.1% per meal for the remainder of the contract term. The increase is based on the Midwest CPI for Food Away from Home.) (C-19-0074)

3.     C-17-0033 with Murphy Tractor & Equipment Co., Inc., for Skid Steer Loader Rentals. (Bid No. 16-271. The amendment reflects a price increase per Attachment A.  The expenditures for Lancaster County will increase by $1,000 per year.) (C-19-0075)

4.     C-18-0504 with GBS CORP., for Annual Supply - County Court File Folders (Quote No. 5888. The amendment changes the company name from GBS CORP., to Tab Products Co. LLC dba GBS.) (C-19-0076)

5.     C-14-0042 with U.S. Bank for Banking Services. (RFP No. 13-204. The amendment extends the contract from February 1, 2019 through November 30, 2019.) (C-19-0077)

6.     C-18-0156 with Felsburg Holt & Ullevig for the safety analysis of South 68th and 148th roads in Lancaster County.  (The amendment adds additional services to be completed for the project.  The cost to the County for the additional services is $14,370.) (C-19-0078)

7.     C-17-0122 with Sprague Roofing Company for Unit Price - Roofing Services. (Bid No. 16-294.  The amendment reassigns the contract from Sprague Roofing Company to Neemann & Sons Inc. dba Sprague Roofing). (C 19-0081)

 

B.        Right-of-way contracts with the following:

 

1.     Korver Farms, LLC, South 176th Street and Pella Road, in the amount of $811. (C-19-0079)

2.     L & W Land Corp., South 120th Street and Van Dorn Street, in the amount of $1,000. (C-19-0080)

 

C.        Received and placed on file County Clerk's report for January, 2019.

 

4)      SPECIAL PRESENTATIONS:

 

A.        County Sheriff 2019 Employee Recognition Awards:

5)      PUBLIC HEARING:

 

A.        Vacating a portion of "unnamed" platted street lying west of and adjacent to Block 3, Gieren's First Addition in the unincorporated Village of Walton. (See correlating item 6A)

 

6)      NEW BUSINESS:

 

A.        Resolution in the matter of vacating the west 10 feet of the unnamed right-of-way adjacent to Lot 6 IT, located in Lancaster County, Nebraska. (R-19-0008)

 

B.        Resolution in the matter of proclaiming February 12, 2019, as 4-H Achievement Day. (R-19-0007)

 

C.        Cancellation request/policy release for Continental Western insurance policy on property located at 2202 South 11th Street, Lincoln, Nebraska.

 

D.        Recommendation from the Purchasing Agent and the Request for Proposal (RFP) Negotiating Committee to award a contract to CivicPlus for website design, logo design and web hosting services (RFP 18-199). The total amount of the contract over the four-year term is $161,858. (B-18-0199)

8)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday, February 7, 2019.

 

B.        The Mid-Year Budget Review will be held on Thursday, February 7, 2019 at 8:15 a.m. at the Lincoln-Lancaster County Health Department, 3131 O Street, Lower Level Conference Room.

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, February 12, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

D.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday February 19, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln, Nebraska) regarding County Text Amendment No. 18016 - Wind Energy Conversion Systems.
