Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk. Each speaker is limited to five (5) minutes. Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1) OATH OF OFFICE:
A. Administration of the oath of office to County Elected Officials.
A. Election of the 2019 Officers for the Lancaster County Board of Commissioners.
3) MINUTES:
A. Approval of the minutes of the Board of Commissioners meeting held on Tuesday, December 18, 2018.
4) CLAIMS:
A. Approval of all claims processed through January 8, 2019.
5) CONSENT ITEMS: These are routine business items that are expected to be adopted without dissent. Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice. Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners. These items are approval of:
A. Utility permits for the following:
1. No. 1746 allowing Black Hills Energy to install an underground pressurized steel pipeline across multiple tracts between North 98th Street and Fletcher Avenue to North 134th Street and Highway 34. There is no cost to the County. (C-19-0005)
B. Amendments to the following County contracts:
1. C-17-0054 with Block & Company Inc., for Annual Supply - Property Bags (Quote No. 5529). The amendment renews the contract from February 7, 2019 through February 6, 2020. The cost to the County shall not exceed $4,000. (C-19-0001)
2. C-16-0006 with All Roads Barricades, Inc., for Annual Supply - Traffic Channelizing & Barricade Devices (Bid No. 15-233). The amendment renews the contract from January 5, 2019 through January 4, 2020. The cost to the County for all contracts shall not exceed $12,000. (C-19-0002)
3. C-16-0007 with TrafFix Devices, Inc., for Annual Supply - Traffic Channelizing & Barricade Devices (Bid No. 15-233). The amendment renews the contract from January 5, 2019 through January 4, 2020. The cost to the County for all contracts shall not exceed $12,000. (C-19-0003)
4. C-18-0193 with The Home Depot U.S.A., Inc., using the U.S. Communities Contract (Serial No. 16154-RFP) for the Maintenance, Repair, Operating (MRO) Supplies, Industrial Supplies, and Related Products (MOU022). The amendment renews the contract from January 1, 2019 through December 31, 2019. The estimated cost to the County shall not exceed $4,500. (C-19-0007)
5. C-14-0614 with Executive Answering Service for Annual Requirements - Telephone Answering Services (Bid No. 14-236). The amendment renews the contract from January 1, 2019 through December 31, 2022. The cost to the County shall not exceed $6,000. (C-19-0025)
6. C-18-0013 with Hood Masters, Inc., for Annual Service - Kitchen Exhaust Hood & Equipment Cleaning (Bid No. 17-312). The amendment renews the contract from January 24, 2019 through January 23, 2020. The cost to the County shall not exceed $6,850. (C-19-0026)
7. C-18-0017 with Otte Oil & Propane for Annual Supply - Propane (Bid No. 17-285). The amendment renews the contract, with a price increase, from January 1, 2019 through December 31, 2019. The cost to the County shall not exceed $9,000. (C-19-0028)

E. Setting a public hearing on Tuesday, January 15, 2019 at 9:00 a.m. in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the vacation of a portion of "unnamed" platted street lying west of and adjacent to Block 3, Gieren's First Addition in the unincorporated Village of Walton.
6) NEW BUSINESS:
A. Resolution authorizing the installation of traffic control devices in Lancaster County. (R-19-0001)
B. Setting the annual salary of Megan Theesen, Deputy Public Defender, at $64,943.84 as an Attorney I, effective January 7, 2019.
C. Agreement with Released and Restored for job readiness/life skills classes for inmates in custody at the Lancaster County Jail. The County will pay $1,180 per eight-class program. The term of the contract is from January 1, 2019 through December 31, 2019. (C-19-0009)
D. Agreement with Christian Heritage for implementation of relationship workshops and parental involvement training at the Lancaster County Department of Corrections. The County will pay $25,249.90 per year for the services. The term of the agreement is from January 1, 2019 through December 31, 2019. (C-19-0010)
E. Grant contract with The Bridge Behavioral Health for civil protective custody services. The contract is for a $25,000 grant for the 2018-2019 fiscal year and a $25,000 grant for the 2019-2020 fiscal year funded by the General Funds from the Lancaster County Sheriffs Office's operating budget. The term of the contract is from January 1, 2019 through June 30, 2020. (C-19-0011)
F. Contract with Nebraska Department of Health and Human Services to reimburse Lancaster County for the personal service costs of deputy county attorneys associated with termination of parental rights actions. The County will receive no more than $52,250 under the contract. The term of the contract is from October 1, 2018 through March 31, 2019. (C-19-0012)
G. Contract with Fort Brands - The Fort Inc., to provide Annual Supply - Work Clothing (Bid No. 18-266). The contract shall be effective from January 1, 2019 through December 31, 2019. The cost to the County is not to exceed $2,000. (C-19-0027)
H. Recommendation from the Purchasing Agent and the Lancaster County Engineering Office to award purchase orders for Supply and Hauling of Sand (Bid No. 18-274) as follows:
1. Westover Rock & Sand Inc., in the total amount of $18,050. (C-19-0004)
2. RL Tiemann Construction in the total amount of $7,075. (C-19-0006)
I. Recommendation from the Purchasing Agent and County Corrections to award and execute a contract to TraStar, Inc., for floodlights (Quote No. 5950). The total amount of the contract is $7,700. (B-19-5950)

B. The Lancaster County Board of Commissioners will hold its next regular staff meeting on Thursday, January 10, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).
C. The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, January 15, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
