Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 17, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through April 24, 2018. 

 

3)     SPECIAL PRESENTATION:

 

A.       Recognition of the County-City Building art exhibit - David Alles

 

4)     NEW BUSINESS:

 

A.       Tenth amendment to Disproportionate Share Hospital (DSH) intergovernmental transfer agreement with the Nebraska Department of Health and Human Services found at County Contract C-08-0151.  The amendment renews the agreement for an additional year from July 1, 2018 through June 30, 2019.  (C-18-0197)

 

B.       Recommendation from the Purchasing Department and the County Engineer to award a contract to High Plains Enterprises, Inc., for scour repair at Bridge H-119 (Bid No. 18-091).  The cost to the County is $314,903.50.  (B-18-0091)

 

C.       Supplement agreement to County Contract C-16-0151 between Felsburg Holt and Ullevig (FHU) and Lancaster County on behalf of the County Engineer to conduct speed studies on Saltillo Road.  Additional cost to the county under this supplement is $2,000.  (C-18-0179)

 

D.       Agreement with Tim Sisco Construction, LLC for Project 18-03, Phase 1 of the 2018 Culvert Maintenance Project.  The anticipated completion date is September 28, 2018.  The cost to the County is $380,867.35.  (C-18-0199)

 

E.        Memorandum of Understanding (MOU022) with The Home Depot U.S.A., Inc., using Maricopa County U.S. Communities Contract (Serial Number 16154-RFP) to provide maintenance, repair, operating (MRO) supplies and related products.  Term of the MOU is from the date of execution through December 31, 2018 with the option to renew annually under the same terms as the lead contract.  Pricing will be pursuant to the lead contract.  The cost to the County is not to exceed $6,000.  (C-18-0193)

 

F.        Contract with Ryders Public Safety for the annual supply of carrier vest system (Quote No. 5832).  The contract period is one year from the date of execution.  The cost to the County is not to exceed $18,000.  (C-18-0194)

 

G.       Contracts with the following to provide the annual supply of grass seed (Bid No. 18-048).  The contract shall be effective upon execution by all parties. 

 

1.     Miller Seed Company in the amount of $14,250.  (C-18-0195)

2.     United Seeds, Inc., in the amount of $3,875.  (C-18-0196)

 

H.       Contract with Doctors of Women for the specialized medical care of General Assistance clients.  The provider will be reimbursed at the Medicaid rate.  (C-18-0198)

 

I.        Reappointment of James Bowers and Craig Strong and the appointment of Dr. John (Dustin) Loy to the Lincoln-Lancaster County Board of Health for terms to expire on April 15, 2021.

 

J.        Appointment of James Pinkerton to the Lancaster County Board of Zoning Appeals to complete the unexpired term of Jennifer Hiatt, ending April 30, 2021. 

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Amendment to County Contract C-18-0108 with MMC Contractors for Lancaster County Engineering RTU Replacement (Bid No. 18-004).  The amendment extends the contract for an additional month from May 1, 2018 through June 1, 2018.  The cost to the County will not increase.  (C-18-0182)

 

6)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, April 24, 2018 at 10:00 a.m. or immediately following the Lancaster County Board of Commissioners meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln)

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, April 26, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, May 1, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
