Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, August 15, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through August 22, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Commissioners' Award of Excellence - July Winner - Taneia Jones, Corrections, in the category of Safety/Valor. 

 

4)     NEW BUSINESS:

 

A.       Special designated license application from Meier's Wine, Inc., for a reception at Prairie Creek Inn, 2400 South 148th Street, Walton, on September 9, 2017. 

 

B.       Request for an exceptional circumstance award under Personnel Rule 17.9(b) for $500 to Minette Genuchi.

 

C.        Acceptance of a Deputy Sheriff's temporary retirement buyout program application and agreement between the County of Lancaster, Nebraska and Craig Schnieder, an employee of the Lancaster County Sheriff's Office.  Mr. Schnieder's resignation is effective January 8, 2018.  (C-17-0681) 

 

D.       Contract with Great Plains Appraisal, Inc., in the amount of $2,700 for appraisal services on a project on North 148th Street and Holdrege Street (Project No. CP-J-143, Tract 1).  (C-17-0682)

 

E.        Amendment to County Contract C-16-0240 with Jim Peterson Auction Co., for auction services to dispose of unclaimed/abandoned property (Bid No. 13-091).  The amendment extends the contract from October 1, 2017 through November 30, 2017.  Lancaster County agrees to pay the auctioneer's fee in the amount of 10% of gross sales for the term of the extension, not to exceed $3,000.  (C-17-0673)

 

F.        Amendment to County Contract C-16-0472 with Nebraska Salt & Grain Co., for the annual supply of road salt (Bid No. 16-173).  The amendment renews the contract from September 13, 2017 through September 12, 2018.  The cost to the County is not to exceed $45,230.  (C-17-0680)

 

G.       Resolution authorizing the installation of a "School Bus Stop Ahead" sign on South 176th Street, 500 feet south of 1377 South 176th Street for northbound traffic, in Lancaster County.  (R-17-0062)

 

H.       First amendment to County Contract C-17-0162 with JEO to add additional plan preparation services related to structure H-130.  The cost to the County for the additional services is $2,460.  (C-17-0683)

 

I.        Change order supplemental agreements to County Contract C-17-0357 with Constructors, Inc.:

 

                                     1.    Supplemental agreement No. 2 to provide for substituting Class III milling (2" deep) from the beginning of flood plain west of North 112th Street east 11,502 feet to North 141st Street, for a net decrease of $83,959.51.   (C-17-0684)

                                     2.    Supplemental agreement No. 3 to provide for deleting the Raymond Road overlay from the contract and substituting three other overlays in its place: Alvo Road - North 1st Street to North 7th Street;  2) North 70th Street - Arbor Road to Waverly Road; and  3) Yankee Hill Road - South 98th Street to South 120th Street, for a net decrease of $916,513.74.   (C-17-0685)

                                     3.    Supplemental agreement No. 3A to provide for resurfacing Alvo Road from North 1st Street to North 7th Street, for a net increase of $185,037.37.  (C-17-0686)

                                     4.    Supplemental agreement No. 3B to provide for resurfacing North 70th Street from Arbor Road to Waverly Road, for a net increase of $462,898.28.  (C-17-0687)

                                     5.    Supplemental agreement No. 3C to provide for resurfacing Yankee Hill Road from South 98th Street to South 120th Street for a net increase of $339,151.52.  (C-17-0688)


J.        Contracts with the following medical providers for specialized medical care of General Assistance clients.  Providers will be reimbursed at the Medicaid rate.

6)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, August 24, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, August 29, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, August 29, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding Keno Fund Projects and Lancaster County's Proposed Budget for Fiscal Year 2017-2018.

 

D.       The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, September 5, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding County Special Permit 16021A, an amendment to County Special Permit 16021 for Hillside Events, to amend Site-Specific Condition Number 5 to revise the landscape screening at 12400 West Denton Road, Denton, Nebraska.
