Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, November 20, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through November 27, 2018. 

 

3)      NEW BUSINESS:

 

A.        Resolution in the matter of establishing the employee and employer contribution rates to the retirement program for non-union employees as provided in the resolution. (R-18-0084)

 

B.        Collective bargaining agreement between the American Federation of State, County, and Municipal Employees (AFSCME - General) Local 2468 and Lancaster County.  The term of the agreement is August 16, 2018 through August 31, 2019. (C-18-0717)

 

C.        Change Order No. 4 to County Contract C-18-0011 (Bid No. 17-282) with MECO-HENNE Contracting, Inc., for relocation of Lancaster County Emergency Management.  The change order increases the contract amount by $1,529 for a new contract sum of $1,157,674. (C-18-0718)

 

D.        Interlocal agreement with Greeley County for Lancaster County to assume the safekeeping, care, and sustenance of certain juveniles.  The term of the agreement is one year upon execution. There is no cost to the County. (C-18-0719)

 

E.        Medicare enrollment application for reassignment of Medicare benefits of Sanat Roy, M.D., for services at the Lancaster County Community Mental Health Center. (C-18-0720)

 

F.         Agreement with Felsburg Holt & Ullevig for preliminary engineering services for a federal-aid transportation project between South 27th Street and South 68th Street on Saltillo Road (Project No. HSIP-5280(2)). The cost to the County is $555,600. (C-18-0721)

 

G.        Contract with Lampe's Clean Air Specialists to provide Annual Supply HVAC Filters (Bid No. 18-249). The term of the contract is from December 9, 2018 through December 8, 2019. The cost to the county is not to exceed $5,000. (C-18-0716)

 

4)      CONSENT ITEMS:  These are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility permits for the following:

 

1.     No. 1727 allowing Windstream Nebraska, LLC to relocate underground cable under Stagecoach Road as part of Culvert Maintenance Project S-277. There is no cost to the County. (C-18-0677)

2.     No. 1735 allowing Windstream Nebraska, LLC to install new fiber optic cables south of North 40th Street and Raymond Road to the Northern Divide Subdivision. There is no cost to the County. (C-18-0715)

 

5)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, November 29, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, December 4, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

7)      ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  Meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
