Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 20, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through March 27, 2018. 

 

3)     NEW BUSINESS:

 

A.       Request for an exceptional circumstances award under Personnel Rule 17.9(b) for Nathan Atkins, County Corrections System Programmer, for a one-step pay increase.

 

B.       Memorandum of Understanding (MOU) between Preusser Research Group (PRG) and Lancaster County on behalf of the Lancaster Sheriff's Office (LSO).  PRG is conducting a study to develop and utilize innovative approaches in enforcing seat belt laws and will work with LSO to design and implement a seat belt enforcement program.  The MOU is effective for 15 months after the date of execution.  PRG will provide the County up to $25,000 in compensation for its participation.  (C-18-0149)

 

C.       PDS Premier Governmental Volume Submitter 401(a) Plan Adoption Agreement No. 001 with Base Plan Document No. 02 for the Lancaster County, Nebraska Employees Retirement Plan. 

 

D.       Authorize Scott Etherton, Director of the Mental Health Crisis Center, to sign the 5010 Nebraska Medicaid Billing Provider Trading Partner Authorization form, which is required of all Nebraska Medicaid Providers who wish to submit or receive electronic transactions directly or through a third party to Nebraska Medicaid. 

 

E.        Agreement with TriZetto Provider Solutions for electronic claims processing for the Mental Health Crisis Center.  (C-18-0150)

 

F.        Accessory Building Agreement with Matthew L. Anderson and Jessica M. Monroe for property generally located at 6285 West Sprague Road.  (C-18-0148)

 

G.       Contract with A-Tec Recycling for the annual requirements of fluorescent bulb and battery recycling services (Quote No. 5798).  The contract shall be effective upon execution by all parties.  The term of the contract shall be a one-year term with the option to renew for three additional one-year terms.  The cost to the County is not to exceed $2,000.  (C-18-0144)

 

4)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Change Order No. 001 for the Emergency Operations Center (EOC) Project.  (C-18-0151)

 

B.       Amendments to the following contracts:

 

1.     C-15-0187 with Schmader Electric Construction, Inc., for unit price maintenance and repair of Emergency Management sirens (Bid No. 15-066).  The amendment renews the contract for an additional one-year term beginning April 14, 2018 through April 13, 2019.  The cost to the County is not to exceed $22,000.  (C-18-0143)

 

2.     C-16-0152 with Bugeaters Pest Control, LLC for annual pest control services (Bid No. 16-031).  The amendment renews the contract for an additional one-year term beginning April 12, 2018 through April 11, 2019.  The cost to the County is not to exceed $2,000.  (C-18-0140)

 

3.     C-16-0153 with Guardian Pest Solutions, Inc., for annual pest control services (Bid No. 16-031).  The amendment renews the contract for an additional one-year term beginning April 12, 2018 through April 11, 2019.  The cost to the County is not to exceed $3,000.  (C-18-0141)

 

4.     C-16-0154 with Orkin, LLC for annual pest control services (Bid No. 16-031).  The amendment renews the contract for an additional one-year term beginning April 12, 2018 through April 11, 2019.  The cost to the County is not to exceed $0.  (C-18-0142)

 

5.     C-17-0285 with Metzger's Auto Service & Lincoln Lube for annual preventative maintenance service for automobiles and light trucks (Bid No. 17-042).  The amendment renews the contract for an additional one-year term beginning April 23, 2018 through April 22, 2019.  The cost to the County is not to exceed $5,000.  (C-18-0146)

 

6.     C-17-0286 with Walker Tire/Quick Nick's (Walker Tire Company of Lincoln) for annual preventative maintenance service for automobiles and light trucks (Bid No. 17-042).  The amendment renews the contract for an additional one-year term beginning April 23, 2018 through April 22, 2019. The cost to the County is not to exceed $3,000.  (C-18-0147) 

 

C.       Right-of-way contract with Gary Godkin, North 27th and Agnew Road, in the amount of $1,975.  (C-18-0152)

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 29, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 3, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
