Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 25, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners department budget hearings on Tuesday, April 25, 2017.

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 2, 2017.

 

3)     SPECIAL PRESENTATIONS:

 

A.       Lancaster County Department of Corrections Employee of the Year - Nathan Atkins, System Programmer. 

 

B.       Recognition of Judy Halstead, Lincoln-Lancaster County Health Department Director, for her years of service.   


4)     NEW BUSINESS:

 

A.       Special designated license application from Meier's Wine, Inc., d/b/a Meier's Cork N Bottle for a reception to be held on May 27, 2017 at Prairie Creek Inn, 2400 S 148th Street, Walton, Nebraska. 

 

B.       Special designated license application from Kramer Bar & Grill for a wedding reception to be held on June 3, 2017 at Kramer Rodeo Grounds, Kramer, Nebraska. 

 

C.        Agreements with the following for the care and maintenance of abandoned and neglected cemeteries.  The cost to the County is $50 per mowing, not to exceed $200 per year.

 

1.     Dave Miller - Jordan Cemetery (C-17-0306)

2.     Terry Briley - Evangelical Cemetery (C-17-0307)

3.     Jay Nutter Troop 64 Scout Master - Deitz Cemetery (C-17-0308)

4.     Troy Henning - Highland Cemetery (C-17-0309)

5.     Troy Henning - Uphoff Cemetery (C-17-0310)

 

D.       Agreement with Lincoln Tree Service for the trimming, removal and general maintenance of trees at the abandoned and neglected Lancaster County cemeteries as listed in Attachment A.  There is no cost to the County.  (C-17-0311)

 

E.        Space rental agreement and addendum with the Nebraska Alumni Association for space at the Nebraska Innovation Campus Conference Center on October 5, 2017.  The cost to the County is $600.  (C-17-0314)

 

F.        Revised insurance requirements for County contracts. 

 

G.       Resolution adopting program agreement with the Nebraska Department of Roads for maintenance of Branched Oak Lake North Road (Project SRR-7831(1)).  The County will pay 40% of the estimated project cost of $1,049,950.  (R-17-0036)

 

H.       Change order supplemental agreement to County Contract C-17-0064 for an increase of $1,101 to add the completion of certain Nebraska Department of Roads (NDOR) Hydraulic Forms to the scope of work.  (C-17-0315)

 

I.        Temporary occupancy permit with BNSF to allow the Lancaster County Engineer's Office to conduct a visual survey of three County culverts for future replacement.  Term of the permit is 180 days from the effective date.  The cost to the County is $1,350.  (C-17-0316)

 

J.        Grant contract with Asian Community and Cultural Center in the amount of $3,234 to provide funding for camps and summer programming.  Term of the grant contract is April 15, 2017 through June 30, 2017.  (C-17-0298)

 

K.       Grant contract with Mediation Center in the amount of $9,000 for the Victim/Youth Conferences program.  Term of the grant contract is April 1, 2017 through June 30, 2017.  (C-17-0301)

 

L.        Political Subdivision Tort Claim filed against Lancaster County by Loree Havlat in the amount of $5,000. 

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

 

A.       Setting public hearings on Tuesday, May 9, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) for the following:

 

1.     Manager application for Zachary Tyson in connection with Class IK liquor license for Hillcrest Country Club, 9401 O Street, Lincoln, Nebraska.  

2.     County Text Amendment No. 16016 to amend Article 18 of the Lancaster County Zoning Regulations relating to special height and use near airports to modify requirements for height permits. 

 

B.       Right-of-way contracts between Lancaster County and the following:

1.     Elmer States Life Estate, Northwest 64th Street and West Agnew Road, Tract 1, in the amount of $2,322.50 (C-17-0304)

2.     Elmer States Life Estate, Northwest 64th Street and West Agnew Road, Tract 2, in the amount of $1,472.50 (C-17-0305)

3.     Catholic Bishop of Lincoln, North 112th Street and Alvo Road, in the amount of $2,269.  (C-17-0313)

 

6)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 4, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, May 9, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following. 

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, May 16, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding an amusement license application for Row Crop, LLC to hold an outdoor music concert (Luke Bryan Farm Tour) on September 28, 2017 at 701 SW 63rd Street, Lincoln, Nebraska.

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

8)     ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
