1) MINUTES: Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 15, 1997. (A copy of these minutes is on file in the Office of the Lancaster County Clerk.) 2) CLAIMS: Approval of all claims processed through Tuesday, April 22, 1997, with the exception that the vote of any Commissioner who might have a conflict of interest in the payment of any claim shall be deemed an abstention from approval for such claims alone. 3) ITEMS OF PUBLIC PARTICIPATION: It is the policy of the Lancaster County Board of Commissioners to accommodate the public to the greatest extent possible. Therefore, this agenda has been prepared with items of greatest public interest at the beginning with more routine items toward the end as a courtesy to those who wish to speak with the County Board at this meeting. If you are here to participate on an item and need special consideration because of a schedule conflict or some other problem, would you please let us know now so we can try to meet your needs. * Presentation of the Volunteer of the Month Award to Rev. Delmar Klover, Friedens Lutheran Church, for his services. 4) PUBLIC HEARINGS: A. Street Name Change Number 97001, to name the new road located one-quarter mile south of Highway 2 between Nebraska Highway 43 east to South 162nd Street as "Luann Lane" (Resolution No. 5489). 5) NEW BUSINESS: A. An application for a Special Events Permit from Nebraska's Amateur Sports Festival to allow use of roads around Branched Oak Lake for cycling time trials and a road race to be held on July 19, 1997 from 9 a.m. to 5 p.m. and a triathlon competition to be held on July 20, 1997 at 7:30 a.m. as part of the 1997 Cornhusker State Games. B. Appointment of Gaylan Suhr to complete the unexpired term of Tom Crockett on the Advisory Defense Council, term to expire June 30, 1998. C. Appointment of Kenneth Nagel to replace Gaylen Suhr as the USDA Respresentative on the Advisory Defense Council, term to expire June 30, 1999. D. Appointment of the following members to the Attention Center Community Advisory Board: Amy Latshaw, Juvenile Parole Rev. Ed Price, Lincoln Police Department and member at large James Jones Jr., Lincoln Action Program Gale T. Griess, Nebraska State Patrol Shawn Elliott, Public Defender's Office E. An agreement between Lancaster County and Wayne Kubert for Referee Coordinator services for the 1997 Board of Equalization property valuation protests, at a rate not to exceed $650 per day, with a total not to exceed $30,000. F. An agreement between Lancaster County and Ugai and Lindgren, A Partnership, for legal defense services in child support contempt and paternity actions at the rate of $4,000 per month for the period of July 1, 1997 - June 30, 1998. G. An agreement between Lancaster County and Bruce Hagy, dba/Control By Design, for computer consultant services for the operation of a human resource management system at the rate of $125 per hour on site, and $75 per hour off site, not to exceed $50,850, beginning February 6, 1997. H. A contract between Lancaster County and the State Department of Roads for grading, surfacing and culvert construction on South 68th Street from Roca Road to Saltillo Road for a total amount of $1,050,000, of which 80% of the funding is from the Federal Highway Administration and 20% is from the County (Resolution No. 5490). I. Contracts between Lancaster County and the State Department of Roads for the following: 1. Replacement of Lancaster County Bridge No. K-102 for the total amount of $400,000, of which 80% of the funding is from the Federal Highway Administration, 10% from the State of Nebraska and 10% from the County (Resolution No. 5491). 2. Replacement of Lancaster County Bridge No. W-11 for the total amount of $283,000, of which 80% of the funding is from the Federal Highway Administration, 10% from the State of Nebraska and 10% from the County (Resolution No. 5492). J. A recommendation from the Purchasing Agent and the County Engineer to award bids to the following: 1. Matt Friend Truck Equipment, Inc. for one 10-12 cubic yard dump body package in the amount of $18,876. 2. Matt Friend Truck Equipment, Inc. for four new 10-12 cubic yard dump body packages for a total amount of $82,204. 3. Cornhusker International Trucks, Inc. for one 1998 International 4700 4x2 cab and chassis in the amount of $33,129.06. 4. Nebraska Peterbilt - Ford, Inc. for four 1998 Ford Louisville LT 8501, cab and chassis for a total amount of $190,136. 5. Pavers LLC for asphaltic concrete resurfacing and paving in the amount of $1,049,169.67. 6. General Excavating for pressure grouting repair of County Structure No. R-66 in the amount of $13,806. K. A recommendation from the Purchasing Agent and the Noxious Weed Control Authority to award bids for weed control services, at rates specified in the contracts, to the following: A.A. Peterson Company "All Care" Grounds Management B & B Mowing & Spraying Eden Lawn Care & Tree Service Permanex, Inc. S-S Seeding L. Setting of a salary of $28,273 per annum for Christine Peterson, Bailiff, subject to review in six months, effective April 25, 1997. M. Authorization of the installation of traffic signs in Lancaster County (Resolution No. 5493) at the following locations: 1. Install a "No Outlet" sign (W14-1) on Southwest 92nd Street just south of Highway 6 for southbound traffic. 2. Install a "Dirt Road" warning sign on West Stagecoach Road just east of Southwest 128th Street for eastbound traffic. 3. Replace nonstandard "Road Closed Bridge Out" sign with "Dead End" sign (W14-1) on North 134th Street just north of Waverly Road for northbound traffic. N.
