In response to community concerns, Mayor Leirion Gaylor Baird today announced that the Lincoln Police Department (LPD) will release proposed revisions to its use-of-force policy Tuesday, June 30. The public will then have an opportunity to provide feedback to the Citizen Police Advisory Board (CPAB), which will review the proposal and issue recommendations.
LPD reviews its use-of-force policy every year, and Gaylor Baird said it is conducting a mid-year expedited review to respond to recent concerns and to strengthen existing policies and expectations. The policy revisions will include codifying sound de-escalation strategies; practices intended to minimize the use of deadly force and the use of neck restraints; more comprehensive reporting; and a more robust duty to intervene.
The CPAB, a seven-member body of Lincoln residents appointed by the Mayor, was established in 1976. The board reviews complaints regarding police procedures and policies and makes recommendations to the Mayor, City Council, and Police Chief.
