Transitional Living Facilities
The Lincoln-Lancaster County Planning Department is sponsoring a text amendment to the Lincoln Zoning Ordinance related to alternative to imprisonment facilities, which would be renamed as transitional living facilities.
Transitional living facilities provide transitional housing to help individuals integrate into the community including those released from prison. They house persons on pre-release, work-release, probationary, and similar programs.
The text amendment is being proposed to establish conditions of approval for this use. Currently, transitional living facilities are allowed by special permit in most districts, but without any specific standards or conditions for them. It is proposed to modify the zoning approval process and add standards that all facilities would be required to meet.
Revised Draft
Revised draft changes to the Zoning Ordinance have been posted for public review and are available on this page. The revised draft is based on input received during the public open house and other comments. A summary document is also available that explains the changes to the draft.
The draft amendment would change this use from requiring a special permit to a conditional use, meaning that if a facility met all conditions, the operator could apply for building permits and no public hearing would be required. The draft also includes standards for administrative permitting, spacing, number of residents, parking, design standards, and signs.
The feedback received from the public will help direct the finalized proposal presented to the Planning Commission and City Council.

Public Open House
An open house meeting was held on August 25, 2020 to review potential changes to the regulations and allow stakeholders to ask questions and provide feedback. The open house began with a presentation by staff, followed by time for questions and discussion.
